SASO Certificate of Conformity
for Exports to Saudi Arabia using SABER e-Platform

The Kingdom of Saudi Arabia requires that a Certificate of Conformity (CoC) should accompany all consignments of products imported to the country.

It is a mandatory document used by Saudi Customs Services for clearance of goods going to Saudi borders and ports.

For the issuance of these documents the Saudi Standards, Metrology and Quality Organization (SASO) has introduced SALEEM, a Saudi Product Safety Program which is operated via a newly implemented web portal called SABER. SABER is an electronic platform that helps the importer to obtain the required conformity certificates electronically for consumer products, to enter the Saudi market.

Currently all products, either subject to or not subject to the TR (Technical Regulation) of the SALEEM Program must be registered on the SABER e-platform in order to be introduced into KSA.

The importers of products regulated by the TR register the products in the SABER portal in order to obtain the Certificate of Conformity, after passing assessment. The Product Certificate of Conformity provides pre-shipment verification of conformity to secure that products being imported into the Kingdom of Saudi Arabia conform with applicable Safety, Quality and Technical Regulations developed by the Saudi Standards, Metrology and Quality Organization (SASO) before shipment.

The PCoC will be valid for 1 year counting from the issuance date.

The Conformity Assessment Process
for the Regulated Products is a two-stage process:

Product Certificate of Conformity (PCoC)

step 1: Product Registration and PCoC request

a)  Product details are provided in the SABER platform by the importer

b)  The SABER system verifies whether the product is regulated, based on its Saudi Customs Tariff Code (HS code) or product category
If the product is not regulated by Saudi Arabia Technical Regulations, then a self-declaration is sufficient, and no further steps are required.

c)  A request for Product Certificate issuance is submitted by importer to a SASO Approved Conformity Assessment Body (CB)

step 2: Certification Documents

a)  The CB facilitates the conformity assessment process and liaises with the exporter for submission of all substantiating documents:

  • Conformity documents (test reports, quality certificates, risk assessment reports, inspection reports, etc)
  • Product and Label photos (simple, not catalog photos)

b)  Conformity Assessment of substantiating Documents / Verification Results by the CB

step 3: Product Certificate issuance
  • Request approval by CB after proving compliance to relevant standards
  • Online issuance of Product Certificate in SABER; it is valid for a period of one (1) year

For products bearing the GMark, the notified body who issued the GCC certificate will be automatically appointed to process the Product CoC and Shipment CoC request.

Shipment Certificate of Conformity (SCoC)

step 1: SABER SCoC request

Importer sends online in SABER his request to obtain a SCoC for importing products into KSA.

step 2: Product Certificate validation

The CB verifies if there is a valid Product Certificate for every regulated product.

step 3: Shipment Certificate issuance

If the CB confirms that it has been found to be true a SCoC is issued online in SABER. The SCoC is valid for that specific shipment only.
